House Passes Amendment on Tanker SubsidiesN

Boeing, competing with EADS for the $35 billion contract, and its supporters in Congress have said those subsidies give EADS and Airbus an unfair advantage in the contest.

The World Trade Organization (WTO) recently ruled that Airbus received unfair subsidies for some programs, including its A330, the plane that would be the basis for EADS' tanker entry. A counter-claim by the European Union is making its way through the WTO, alleging Boeing has received unfair subsidies from the U.S. government.

JERUSALEM — The office of Israel’s president, Shimon Peres, strongly denied Monday that Mr. Peres, as Israel’s defense minister, offered to sell nuclear warheads to South Africa in 1975, as reported by The Guardian.

Dan Meridor, Israel’s deputy prime minister and minister of intelligence and atomic energy, told reporters on Monday that he had no particular knowledge of what went on in the 1970s, as he was “not in business” then, but that he believed Mr. Peres.

Yossi Beilin, a former leftist minister, also dismissed the newspaper article and the book on which it was based, “The Unspoken Alliance: Israel’s Secret Relationship With Apartheid South Africa,” by Sasha Polakow-Suransky.

“The article does not concretely say that Israel wanted to sell nuclear warheads. It is a conclusion,” Mr. Beilin told Israel Radio. “The book itself does not say this explicitly, and I think that the president’s denial puts an end to the subject.”

Israel has a longstanding policy of nuclear ambiguity, neither confirming nor denying that it has nuclear weapons, though it is widely believed to have developed a large arsenal.

The president’s denial was unequivocal, stating that “there exists no basis in reality for the claims” that “Israel negotiated with South Africa the exchange of nuclear weapons.” The Guardian article, the president’s office added, was “based on the selective interpretation of South African documents and not on concrete facts.”

The Guardian said its reporting was based on the “top secret” minutes of meetings between senior officials from the two countries in 1975. The documents, it said, were uncovered by Mr. Polakow-Suransky in research for the book, and showed that South Africa’s defense minister, P. W. Botha, had asked for nuclear-capable Jericho missiles with the “correct payload,” Mr. Polakow-Suransky said in an interview with Al Jazeera, and that Mr. Peres had responded by offering them “in three sizes.”

The “three sizes,” The Guardian stated, “are believed to refer to the conventional, chemical and nuclear weapons.” That, however, was not detailed in any of the documents shown, though Mr. Polakow-Suransky said the documents made clear that the South Africans had interest in Jericho missiles, “only if they carried a nuclear warhead.”

“Sure, there was some kind of cooperation, and there was talk about weapons,” said Ephraim Asculai, who worked at the Israel Atomic Energy Commission for over 40 years, and who retired in 2001. But to conclude that the “three sizes” necessarily referred to weapons of mass destruction, including nuclear warheads, was a long stretch, he said.

In an interview with the South African Press Association, Pik Botha, who served as South Africa’s foreign minister in the waning years of apartheid, also questioned the article’s claims. “I doubt it very much,” said Mr. Botha, who is not related to P. W. Botha. “I doubt whether such an offer was ever made. I think I would have known about it.”

Mr. Peres, an elder statesman, was responsible for establishing Israel’s nuclear program with help from France in the 1950s.

Israelis acknowledge that there was cooperation with South Africa — what Mr. Beilin, the former minister, called “an unholy alliance that Israel, in its isolation, forged with the apartheid regime.”

Shlomo Brom, a senior research fellow at the Institute for National Security Studies at Tel Aviv University, said it was well known that there had been cooperation between Israel and South Africa on ballistic missiles. “They paid, we developed them, then they bought,” said Mr. Brom, who served as defense attaché at Israel’s embassy in South Africa from 1988 to 1990. Mr. Brom said that Israel had also “probably” received uranium from South Africa.

But he said he had a hard time believing that Mr. Peres was trying to sell nuclear warheads to the South Africans in 1975.

Celia W. Dugger contributed reporting from Johannesburg.

Rebuilt submarine HMAS Dechaineux returns to service

Adelaide shipbuilder ASC has returned one of the trouble-plagued Collins Class submarines to sea after a four-year refurbishment.

The Royal Australian Navy announced yesterday that following a "full-cycle" docking at Osborne, HMAS Dechaineux now was operating as the best-equipped submarine in the country.

The return to service comes as the navy and the ASC seek to improve the performance of the Collins fleet, which has been criticised for its poor service record.

The nascent command charged with operating the nation’s military computer networks is now a reality, the Pentagon has confirmed.
U.S. Cyber Command, a subordinate unit of U.S. Strategic Command, was launched Friday afternoon at Fort Meade, Md., in a status officials called an initial operating capability. The command is expected to be fully operational by October.
Defense Secretary Robert Gates directed the creation of Cyber Command in June 2009 in response to the already significant and growing digital threat from what the command identifies as “foreign actors, terrorists, criminal groups and individual hackers” posed to its information networks, which officials say are probed thousands of times daily.
Cyber Command will “direct the operations and defense of specified Department of Defense information networks and prepare to, when directed, conduct full-spectrum military cyberspace operations in order to enable actions in all domains, ensure U.S./allied freedom of action in cyberspace and deny the same to adversaries.”

Nuevo caza chino de quinta generación en 20108/New Chinese fighter jet expected by 2018

Holanda cancela la compra del F-35 JSF/Dutch Parliament Votes to Cancel First JSF Aircraft

The Dutch Parliament’s Lower House voted yesterday to cancel the order for the first F-35 Joint Strike Fighter aircraft, and to stop Dutch participation in the program’s Initial Operational Test and Evaluation phase.
It also voted to direct the defense ministry to begin anew the Request for Proposal and the complete evaluation of the F-16 replacement program, for which a final decision is due in 2012.
The basis for yesterday’s vote is that the price estimates provided by Lockheed Martin in response to the original Request for Information of 2002, and the Supplemental Request for Information of 2008, are unreliable, as confirmed by the late 2009 reports of the US Joint Estimate Team and US Government Accountability Office.

Primer vuelo hipersónico del X-51/X-51A will make its first hypersonic flight test

Weather permitting, Air Force officials said the X-51A Waverider will make its first hypersonic flight test attempt May 25 after it is released from a B-52 Stratofortress off the southern coast of California.
The unmanned X-51A is expected to fly autonomously for five minutes, powered by a supersonic combustion scramjet engine, accelerating to about Mach 6 and transmitting vast amounts of data to ground stations before breaking up after splashing down into the Pacific, as planned. There are no plans to recover the flight test vehicle, one of four built. In those 300 seconds, it is hoped to learn more about hypersonic flight with a practical scramjet engine than all previous flight tests combined.
The longest previous hypersonic scramjet flight test performed by a NASA X-43 in 2004was faster, but lasted only about 10 seconds.
The X-51A program is a collaborative effort by representatives from the Air Force Research Laboratory and the Defense Advanced Research Projects Agency, with industry partners The Boeing Company and Pratt & Whitney Rocketdyne.
A U.S. Navy P-3 Orion will aid in transmitting telemetry data.
The May 25 hypersonic test will actually be the third time the X-51 has flown, but in each previous instance it has remained attached to the B-52's wing.
